The proposed rule
- A refund is due only when money was paid and no document work has started.
- Once work has started, the fee for the work done is payable.
- Government duty and third-party charges are not refundable once paid or issued.
The advocate confirms the wording and the time limits. Until then, this rule does not apply to any payment.
